According to data released by Israel, at least 98 Palestinian individuals have died while in custody beginning in October 2023. A human rights group based in Israel has reported that the actual figure is probably substantially higher, as a result of numerous of unaccounted for people in Gaza.

Report Findings

Non-Combatant Fatalities

Classified Israeli data indicates that the vast majority of Palestinian prisoners from Gaza who lost their lives in prison were non-combatants, based on a simultaneous inquiry.

In May of 2024, a military intelligence database tracking all militants in Gaza, a registry of more than 47,000 named individuals, recorded just 21 casualties in custody. By that point, 65 individuals from Palestine from Gaza had lost their lives in prison.

Custodial Environment

Physical violence, mistreatment, and further cruelty of Palestinians has been normalised across Israel’s prison network over the duration of war. Top government figures have openly admitted starvation rations and an underground jail holding Palestinians who are kept in darkness.

Organized Maltreatment

The organized mistreatment was accompanied by a troubling surge in deaths documented across a minimum of 12 detention centers in Israel. In the decade before the hostilities, there were usually two or three fatalities a year.

“In spite of this significant total of casualties, during 24 months not a single person has been detained,” the official stated. “There have been no charges over any death.

Some deaths in detention have been widely reported, including a middle-aged healthcare leader who perished in confinement after a third of a year in custody.

Other prisoners who lost their lives in confinement by Israeli authorities are unidentified. Correctional authorities and military gave researchers with the number of casualties in detention, and minimal other details such as the location where they died, but excluding the detainees’ identities.

Documentation Problems

Regarding 21 occurrences, mainly detainees from Gaza, investigators were unable to connect the few details provided by government bodies to a fatality registered by human rights groups, by means of accounts from former inmates or coverage in the news outlets.
